WLT wont install on Unity 2022.3.7f1 with MRTK 2.8.3 and MixedReality OpenXR Plugin

Hi!
I am trying to upgrade a project from Unity 2019 to 2022 and need to replace the WorldAnchorStore.
Upon installing WLT from Mixed Reality Feature tool i get these errors:

I have looked far and wide for a solution to this but can't find anything not related to MRTK3 which I am not using...

I also meet this, i use MRTK3 and WLT, i has some try and found that if i install the MRTK, the WLT will lose it`s dependence...why?
