LinAlg DXIL Ops should support 64 bit types

Just an oversight. The dxil ops that take numeric overloads copied the coopvec overloads but should also allow 64 bit types

The builtins actually already accept 64-bit types. It's the dxil ops defined in hctdb.py that need alteration.
