Automatically create a PR when a new release of matrix-rust-sdk-crypto-wasm is created

Trying to think of easy ways to improve the maintainability of these bindings. One way to try and keep us reasonably up to date would be for an automation to at least bump the Rust SDK to be inline with the wasm bindings. We could then have CI build and check these ahead of time before we need to do the update.

The process of doing a release and actually checking would need to be manual, but would allow us to keep up to date.
