Icon of an open program cannot be moved in the panel

• Graphics driver: i915

Issue
A program icon added to the panel cannot be moved around among the other program icons when the associated program is open.

Steps to reproduce

1. Add a program icon to the panel
2. Open the program you just added
3. Try to move the program icon in the panel

Expected behaviour
A hassle-free moving of program icons, regardless of whether a program is currently open or not.
