Yes, it is a template of GPL3+ licensed project.

That means the template can't be used for GPLv2, Apache, MIT, BSD, zlib, isc, etc.

Not sure. Anyway, to support multiple licenses it should probably be converted to a script which generates and populates a repo. Patches are welcome.
