Create issue template for IM1 issues to populate github-handle variables

Prerequisites

Overview

We need to create a template to make an issue making issue for each project file that has github-handle variables to be populated.

Additional Info

We currently have a template to create a good first issue that will populate the github-handle variable for a single project leadership member. For each project file, we will need to create an Issue Making: Level 1 issue to write an issue for each leadership member with an empty github-handle using the existing good first issue template. You will create a second template for these Issue Making: Level 1 issues.

• Create a new file .github/ISSUE_TEMPLATE/issue-making-populate-github-handle.md
