grml-tips should work without pattern provided

grml-tips needs a search pattern:

❯ ./grml-tips --tipsfile ./grml_tips  
No search pattern provided
Usage:
    grml-tips [OPTION] searchpattern|tag

Options:
    --help  Print this help and exit.

    --tagsonly
            Match on tags only instead of the whole tip

    --tipsfile TIPSFILE
            Use TIPSFILE instead of /usr/share/grml-tips/grml_tips

It would be nice to have grml-tips list all tips if no search pattern is given and should output something like this:

❯ grep -e "^-- " -A1 grml_tips | grep -v -- "^--" | cat -n | head
     1  Configure network:
     2  Deactivate error correction of zsh:
     3  Disable automatic setting of title in GNU screen:
     4  Do not use menu completion in zsh:
     5  Run GNU screen with grml-configuration:
     6  Print out grml-version:
     7  Configure mutt:
     8  Use encrypted files / partitions:
     9  Change resolution of X:
    10  Change resolution of framebuffer:

Maybe someone with better Perl skills can have a look into this?

While at it, it should also be possible to search in title only:

--titleonly / -T  Match on title only instead of the whole tip

The other options should also get short options too, i.e.:

--tagsonly / -t
--tipsfile / -f
