Bump @tootallnate/once, @azure/core-rest-pipeline and applicationinsights

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependencies [@tootallnate/once](https://github.com/TooTallNate/once), [@azure/core-rest-pipeline](https://github.com/Azure/azure-sdk-for-js) and [applicationinsights](https://github.com/microsoft/ApplicationInsights-node.js). These dependencies need to be updated together.
