Describe the bug

Occurring with CLI and Github Copilot UI.

I keep getting this error when requesting a new copilot review "Copilot encountered an error and was unable to review this pull request. You can try again by re-requesting a review." I paid for actions and I have plenty of available usage

2. error is shown on PR
