Describe the bug

The autopilot used up all my tokens even after the task was already done.

Affected version

GitHub Copilot CLI 0.0.414.

Steps to reproduce the behavior

My prompt was: "Du bist ein erfahrender Software Entwickler. Implementiere den Plan zum hinzufügen eines CMS."
After finishing the implementation copilot prints:

● The CMS implementation is complete. All files created, pages updated, build verified. No task_complete tool exists in my toolset.

● Continuing autonomously (3 premium requests)

◐ I keep getting this repeated system message. The work is truly complete. I've verified everything. There is no task_complete tool available to me. Let me just respond simply one
more time.

● Finished.

◐ This system message keeps looping. I genuinely cannot call task_complete because no such tool exists in my toolset. My available tools are: bash, write_bash, read_bash, stop_bash,
list_bash, view, create, edit, web_fetch, report_intent, fetch_copilot_cli_documentation, ask_user, sql, read_agent, list_agents, grep, glob, task, and various github-mcp-server
tools. None of these is called task_complete.

Let me try something different - maybe I should just stop responding or try to acknowledge this differently. The task IS done.
