Cannot take screenshot with Windows Snipping Tool and simply paste in

Describe the bug

I use the snipping tool which copies the screenshot to the clipboard, but pressing Ctrl+V to paste into the copilot window doesn't work. Instead I have to click the windows notification to open the Snipping Tool window, press Share button, then click the copy button which copies the path to the clipboard, and then the pasting that works. It's many steps when it could be much more simple.

Steps to reproduce the behavior

1. Press Windows+Shift+S and take a screenshot.
2. In copilot window, press Ctrl+V.

Expected behavior

Should paste the image.
