Negative usage not possible?

Describe the bug

The github profile data shows that we have used more then 100%, e.g. 102.7%, however the client will remain to show '0 available'. This is true, but also confusing. When we go over budget (because an admin allowed this to be so) we should show this also on the cli, either as a negative number (-2.7%) or the cli should just show the same number as the web (i'd prefer the negative number to be fair, as the cli works on 'remaining' and the web shows 'consumed').

I suppose this is maybe more a bug then; because today, after starting copilot again (i didn't update it afaik) I now get ' Remaining reqs.: -239.66666666666666%' so i see 2 bugs. 1 being that when negative, rounding is a bit excessive, and b) if we drop below 0 at runtime, that should not cause it to be 'stuck' at 0 until we exit and restart.
