Swap General and Tutorial/Example sections in User Guide

This order seems to make more sense in the PDF, and it's probably okay
in the webpage too. The end of the Quick start (which is the first page
of General points to Installation, Plot types, and Tutorials, so you can
navigate to those parts that used to be first quite easily.
