Deprecate Python 3.8

Python 3.8 end-of-life will be on 2024-10-01

Necessary tasks:

• Remove deprecated logic, dependencies or use new features of Python 3.9
• Remove 3.8 from nox
• Remove 3.8 support from Github Actions
