[UI] Add `Spot policy` configuration option to the fleet wizard

Currently the UI wizard doesn't set `spot_policy`. 

Let's add `Spot policy` configuration (drop-box) into the fleet wizard. Supported values: `auto`, `on-demand`, and `spot`. The UI should pre-select `auto`. The field should have a constraint text and Info link.
