Define allowed filenames for non-admin users

Would it be possible to add somthing like "Allowed filenames for non-admin users"? This is necessary as we need to split language files for editors and developers, but only 1 file should be seen by editors.

We use our own sitepackage for this and would like to configure it like requested in #15, but a file restriction is still necessary.
