bug: Can't add shortcuts to the home screen

Bug description

Can't add shortcuts to home screen from any sources (Chrome, apps like Activity launcher, etc.)
Holding the shortcut icon qhen the pop up comes up makes the icon disappear after going to home screen, and "Add to home screen" button does nothing.

Steps to reproduce

1. Go to a website on chrome which lets you install the a web application (i.e. X.com)
2. Select the 3 dots
3. Tap "Add to home screen"
4. pretty much both options "Install" and "add shortcut" have the same result of not adding a shortcut
