GraphQL: Show program only after schedule/program is marked as published

Currently, GraphQL queries show programs as soon as they are accepted, regardless if scheduleis published or not.

By default the GraphQL query should not return any programs until the schedule is published in Kompassi.
Additional/alternative ideas:

• Programs are shown once they have at least one scheduleItem
• Add a dimension to control manually, whether a program is published or not
• Add an event wide timestamp field before which no program should be shown

Additionally, for testing purposes there should be a way to bypass these limitations via authentication.
