Form Editor: Allow instruction text to be positioned either above or below input

This would be especially useful for large radiomatrices, where form fillers could easily dismiss the instruction text if it's only output after a long list of options.

If I need a long instruction text, I will place it (often with a heading) as a Static Text element above the fields it covers.

This is a known workaround. The suggestion was to be able to modify this on the fly with fields. I can see why you might not want to implement this and will point to using the known workaround if so.
