I prefer getting only issues for most of my repos. I can see why someone might be more interested in getting pull requests as well, particularly if they're a maintainer of the repository.
A middle ground could be to have both be checked by default and give the user the option to check off pull requests or issues.

Also, I see that the index of issues below is a mix of issues and pulls.
The control could also filter the list of items to whatever checkbox(es) are enabled.
