Figure out continuous deployment strategy

The application is currently deployed by a quick, but manual, series of `docker-compose` commands:

```bash
# docker-compose build
# SECRET_KEY_BASE=x HONEYBADGER_API_KEY=y docker-compose up --no-deps -d  app
```

I assume there are better ways to make this work.
