talk proposals text is not relevant to keynote voting #10

see http://vote.code4lib.org/election/31 for instance; the text up top refers to "[t]he top 10 proposals" and "the Program Committee" which are specific only to talk prosposals, not keynote voting.
This text is contained in views/election/ratingelection_explanation.haml and I'm guessing a simple if statement in that view with some text for keynotes could do it but I haven't familiarized myself with this project enough to know.
