Freezing vault accounts

In #113, enforcing account freeze on Vault accounts was unsuccessful. Efforts should be renewed in attempting to enforce freezing again and this issue should be closed as not planned if these efforts are successful.

Attempting to freeze a Vault account should be prevented with an error.

Instead of freezing vault accounts, server admins can instead:

1. create a temporary account for the user
2. transfer all vault funds of the user to their new temporary account
3. freeze the temporary account

This will prevent the player from spending their Vault account funds as they would now be in a separate frozen account. However, this won't prevent the player from receiving Vault transactions into their Vault account.
