Subject: [PATCH] ci: reset semver to 16.4.0

* After manually running a wrong semver bump like major/minor/patch, resetting the version in the GCS bucket does not apply due to local cache in concourse. Via this change, we can use an older version than the one known by concourse. Applied to avoid more confusion in the current versioning.
