Set up Github workflow for publishing

Task Description

We need to add a Github workflow that:

• Generates the Markdown documentation from the qhelp files.
• Creates a query pack.
• If the query pack's version is a snapshot, removes the currently deployed version.
• Publishes the query pack to Github.
