Add Query Command

Add these commands:
- [ ] `bmx issue query`
- [ ] `bmx offer query`
- [ ] `bmx contract query`

Options:
- `--statement="{JSON OBJECT}"`
- `--price=<PRICE>`
- `--maturation=<DATE>`
