DB Config: ERROR: encoding UTF8 does not match locale en_GB DETAIL: The chosen LC_CTYPE setting requires encoding LATIN1.

The DB config utility returns this error:

ERROR: encoding UTF8 does not match locale en_GB DETAIL: The chosen LC_CTYPE setting requires encoding LATIN1.

Looks like UTF8 setting in config file is being ignored somewhere.
