Display standard results per class

Standard object proficiency rates can be calculated per class. Create a view in the admin routes to show a comparison chart for each class on each standard. It should include:

• A summary graph of the rate of proficiency
• A scrollable view of students who are or aren't proficient for a given course
• Average scores for the standard on each assignment where the standard is assessed.
