add EIP-7702 delegation tests for flashblocks rpc

EIP-7702 delegation transactions + execution with a delegated contract would be nice to have included in the pending state tests to ensure it works as expected. Some folks have mentioned it works sporadically but isn't consistently reproducible, perhaps this can help
