Maintenance: Remove branch protections workflow #2310
Description
Summary
The branch protection workflow regularly triggers failures e.g. when the GitHub checkout action receives an update. We should disable the workflow and implement a more scalable solutions in the future if needed.
Why is this needed?
Reduce operational burden.
