How to: traffic lights at bottom

I can place traffic lights + title outside the main NSWindow as an exterior decoration - but instead of using NSPanel like I did,

1. just add another NSWindow
2. Add that NSWindow as a child window of the main window
3. Keep its frame consistant on resize with Notifications.
