Create README.md which points to blog article

I found this repository with your link at [talend](https://www.talend.com/blog/2018/04/23/how-to-develop-a-data-processing-job-using-apache-beam/).  However, I couldn't find the posts other than the first.  Could you include a README.md which gives links to the posts which describe your examples?  I would also ask that you add a license file.  Thank you for the nice article.
