feat(java): Support for Maven 4 settings.xml

Description

Maven 4 provide project-specific settings located in ${session.rootdir}/.mvn/settings.xml by default :
apache/maven@e6303aa
Trivy should also read this project-specific settings file if exist (I don't know in what order).

And with Maven 4, repositories can also be at the root of settings.xml (settings>repositories), and not only at settings>profiles>profile>repositories :
