[PETOSS-829] Create releases as draft (#767)

* [PETOSS-829] Remove packages config
All the required packages are actually included in semantic-release, and the docs recommend not installing the plugins manually

* [PETOSS-829] Set release to draft and move file
Also remove git as per documentation recommendations
