[HWF] Improvements to Data Importer

First release

• Merge WISCENTD app with NHWA app (import excel templates of HWF)

• Update excel template for Module 1 (NHWA has created a new dataSet with different dataElements)

Second release

• Add new button to allow downloading the excel template filled in with data (querying the dataValueSets API)

Third release

• Complete dataSets upon importing
  • Option 1: Always completing with current date
  • Option 2: Completing dataSet with current date in the web app (checkbox)
  • Option 3: Allowing adding a custom completion date in the excel template
    • This requires modifying all the templates!
