Describe the bug

The GPU is an NVIDIA GeForce RTX 2080 Ti (22 GB). When the physical monitor is connected, the virtual monitor works smoothly. When the physical monitor is unplugged, using only one virtual monitor results in occasional stuttering. However, when two windows are connected simultaneously, both in 720p and 4K resolution, stuttering occurs.

Even after setting the GPU's friendly name to NVIDIA GeForce RTX 2080 Ti, the stuttering persists.

Further explanation: Because I need to use two monitors simultaneously, when the physical monitor is connected, one monitor works while the other virtual monitor works. When the physical monitor is not connected, both virtual monitors are required.

I've seen other people's feedback on this issue, and it seems very similar—stuttering occurs when the second virtual monitor is used—but mine seems more severe. I've tested it, and even when I unplug the physical monitor and only connect a virtual monitor, there are still occasional stutters.
