docs: Mark legacy Vapi Voices in documentation (#881)

* docs: mark legacy Vapi Voices and reorganize documentation

- Add Legacy Voices section with deprecation notice
- Move Paige, Spencer, Neha, Harry, Cole, Hana, and Lily to Legacy
- Keep Rohan, Elliot, and Savannah as Active Voices
- Add callout explaining legacy voice transition

Closes VAP-11231

* docs: move legacy notice to top, simplify legacy voices list

- Move Legacy Voices warning banner to top of page for visibility
- Remove detailed descriptions and audio samples from legacy voices
- Keep legacy voices as a simple bullet list
