Push the changes made to the engine to the SDK

'Fixed some crashes relating to singleplayer TF2 SDK mods'

We have yet to receive these on the SDK. This means the only TF2 SDK mod that can handle singleplayer is just Team Fortress 2.
I have waited a couple weeks just in case there was internal delays but it looks like if these internal delays continue any longer it'd only just get forgotten. This seems like a pretty simple job so I'm surprised it has taken this long.

Overall, this update for TF2 remains unstable in single-player mode. While localnetworkbackdoor works correctly when compiling hl2_episodic and running on this engine version, the game loading logic is completely broken in some cases. This may be fixed in the future and added to the Source SDK multiplayer.

Why not create a dual-engine version that supports both multiplayer and single-player modes, like before?
