Adding IP to a list of manually banned IPs has no effect

After adding 127.0.0.1 to the list, I can see banned_ips:127.0.0.1. Yet, it has no result.

It's sort of expected, as there's no code in the plugin that would enable a blocklist that uses banned_ips prefix.

The plugin should auto-register the following blocklist:

Rack::Attack.blocklist('banned_ips') do |req|
  Rack::Attack::BannedIps.banned?(req.ip)
end
