This PR reintroduces a GitHub Actions workflow intended to drive Community Edition 1.x releases from the 1.x branch, including building, creating a release branch, and running JReleaser.
Changes:
- Adds a manually-triggered 1.x release workflow (
workflow_dispatch) with version/branch/dry-run inputs. - Automates creation/push of a dedicated release branch and performs a Maven deploy to a local staging directory.
- Runs the JReleaser GitHub Action and uploads its logs as a workflow artifact.

The workflow has no business on main.
It already exists on 1.x and that is where it should remain.
