This might already be known and getting fixed in an upcoming update since Samura1man said in a stream that they encountered it before. I'll put it here just in case.
The above seed I did most recently required an out-of-bounds clip with Yoshi (or Sirena any time, I'd imagine) to get ground pound, which was the only ability I needed before I could finish. I thought it would be funny to check. It was specifically the bell tower by Ricco, which spawns its shine in a place you can only access via Delfino Plaza sewers. If you plan to keep the randomizer in logic as an option in future updates, then this possibility should be ironed out.
