[start-basic] Examples refresh [/users] page error:Failed to parse URL from /api/users

The official template [start-basic] when I run in dev, click the route tab to navigate to [/users] is normal. But if I refresh the page, error [Failed to parse URL from /api/users] occurs.

How to fix this error? Is the API route problem? But the error points to [router-core] something error.

And I find another question: When I hover [/posts/$id] link that trigger the preload mechanism which is right behavior, However, when I hover and hover again, the server routes [/api/posts] is triggered many times. Why is it designed this way?
