DeferredUpload: These records are not usually removed

And as of today, 11/28/20, they are never removed.

I think they are not removed because I want to be able to access the "completed" state. However, the records should not be kept forever. Perhaps after 1 week they should be removed?

There is a completionDate field in this table but it appears to always be NULL. I'm currently seeing 2161 rows in this table.
