Add guidelines for contributors

Add a `CONTRIBUTING.md` file with [contributor guidelines](https://docs.github.com/en/communities/setting-up-your-project-for-healthy-contributions/setting-guidelines-for-repository-contributors) to help those that want to help with this project.

* Include a reference to the SynBioDex code of conduct
* Include links to the preferred branching model
