Use http://identifiers.org vs https://identifiers.org consistently

We both use http and https for identifiers.org, even for the same type of resources. For example, both http://identifiers.org/SBO: and https://identifiers.org/SBO: URIs are used in the SBOL3 spec.

We should use https as specified by Identifiers.org. For example, https://registry.identifiers.org/registry/sbo gives the example of https://identifiers.org/SBO:0000262.

What do the SBOL3 examples in the SBOLTestSuite do? We need to be careful, since there are likely many SBOL3 examples and we need consistency. In SBOL2, we were consistent with http://

In SBOL3, the libraries are consistent in using https://. Looking through examples, it looks like it is mostly consistent, but there are http:// in places where a URL was imported from SBOL2 (or from GenBank via SBOL2).

Can we assume that all identifiers.org URLs in the SBOL3 spec should be https? The SBOL3 Java library works using https and was used to generate the examples. The Python library then used these examples as well, and we had successful roundtrips using these libraries.

Yes, I think that they should all be https. The fact that some currently are not can be treated as a flaw in the 2-to-3 converter.
