docs: remove meta-documentation and deprecated files

- Delete documentation-organization.md (331 lines of meta-docs)
- Delete deprecated .cacache-format-DEPRECATED.md
- Delete tmp/ directory (empty)

Result: 12,530 → 12,199 lines (2.6% reduction)
