Add support for COLLATE #3
Description
It would be nice to specify a :collate value as part of a column definition, and have it dumped properly.
Looks like it's on its way in rails 5 (rails/rails#19549), but it shouldn't be too hard to add it here for rails 4, since it's already come up in SchemaPlus/schema_validations#38
