Add upper/lower limits on all tables

Should we include upper/lower uncertainty columns on all tables? I notice that #484 calls for the addition of upper/lower limits and the current ingest script I am working on uses the Ultracool sheet, which has upper limits on the photometry error.

I can't think of a way to include this in the Photometry table but we could add a dedicated table for Photometry upper limits. I think this is something we could do, but I don't think it's a high priority.

There's two different things here:

• Asymmetric uncertainties like 10 -2/+5 to indicate 10 is the most likely number but it could range from 8 to 15. (As opposed to symmetric uncertainties like 10 +/- 2.) this is what Tweak Modeled Parameters table #484 is about

• Upper limits are when the thing was not actually measured/detected but we can say that if it was brighter than a given magnitude we WOULD have detected and therefore it must be fainter than that. This is usually written like >12. Or something. But it could be anywhere from 12-20. There is no most likely value, just an upper limit.
