Diffusion::compute_send_volume needs to update partition directly

Overrides of Diffusion::accept_transfer might rely on rank_of_cell and, thus, the partition vector. Consequently, Diffusion::compute_send_volume needs to update the partition vector directly and not defer it to the caller (as currently implemented).
