[Bug] : Contextualbar menu actions not opening modals

What happened?

When clicking on the overflow menu options (Send, Edit, Delete) in the contextual bar's reply list, the modals fail to open. The action is triggered but no modal appears.

1. Open the contextual bar using the List Replies action
2. Click on the overflow menu (three dots) on any reply
3. Select "Send", "Edit", or "Delete"
4. Expected: Modal should open
5. Actual: Nothing happens, modal does not open
